Will there be surprise and 1983 batch IAS be new Cabinet Secretary ?

Still  it is widely believed that Home Secretary Rajiv Gauba will take over from P K Sinha as Cabinet Secretary but in the Government surprise factor is always there. If there is a surprise then 1983 batch IAS officer C K Mishra who is presently Secretary Forests and Environment  or another 1983 batch IAS officer Amarjeet Sinha who is Secretary RD may be appointed Cabinet Secretary.
