Maharashtra happening is a real shocker
A man accused of 70000 crore irrigation scam suddenly becomes an ally and is sworn in as Dy. CM along with his accuser as CM .That too in the middle of the night. When the country is sleeping the main characters in this drama are awake pushing file for revocation of President rule and the President is made to sign the order at 5.30 a.m. The swearing takes place before the sun rises. Those of us who believe in ethics and morality would term the whole attempt as immoral. But others would call us old fashioned .For them it is a 'master stroke' by political Chanakyas. I wonder whether Chanakya himself would have approved of such unholy alliances.

Fear Of The White Men Gone, Dark Men Takes Over
This Constitution Day we ask ourselves whether the fear of the white men stands replaced with the fear of the dark men. If law makers are afraid and live under fear, the condition of the ordinary Indian citizen can only be imagined. The country generally lives in an atmosphere of fear- terrible fear of the new Maharajas. We have quietly created a new model of feudalism exhibited by plutocracy of the muscle and money power holders. Can the legislators speak their mind without fear ? If the people’s representatives can neither speak the truth nor speak fearlessly nor stand for democratic values, should the people expect any better from poor public servants whose angst is occasionally expressed on the WIC Forum? We have replaced rather smartly the notion of equality of all citizens for whom the constitution was adopted by “categories”- VVIP, VIP etc. There are VIP cremation grounds, VIP Ghats at holy rivers, VIP jails, VIP this VIP that and VIP what not. The true face of democracy in work has been exposed by the Maharashtra political developments. Why Maharashtra ? Because it is the commercial capital of the country. There is too much more to these developments than meets the eye. Still, the people have to have faith in the Constitution of India- after all moksa ka yahi ekmatra sadhan jo hai.

Growing unease among the voters
While Indian voters are urged to cast their vote with lots of expenditure on Elections, the voters are completely ignored and a stage may come, the voter will feel "why should I vote". Politicians in their quest for power are ignoring the growing unease among the Indian voters.

Govt(s) should not succumb
I fully agree with Aarti Khosla. The student community thinks that resorting to strike and goondaism will make Administration to agree to their unjustified demands. As per reports the rates for hostel rooms, mess etc. were fixed 19 years back!! Keeping in view the inflation and current costs, the rates have been revised. While students protest revision of hostel fees etc. they want the latest rate for their scholarship !!! Government(s) should not succumb to their demands and take strict action against such students.

Withdraw high denomination notes
Cash, cash cash everywhere. Now a days cash also rains in the city apart from seizures by enforcement agencies. Many cases of big cash seizures have been reported .Even it is reported that 43.22 per cent of unaccounted cash seized in current fiscal year so far is in the form of Rs 2,000 notes. It is anticipated that excess cash gives rise to generation of black money and corruption. It is high time to withdraw high denomination notes within predefined time schedule i.e. to make public clear e.g. Rs. 2000/ note will be withdrawn in six months and Rs. 500/ notes in 12 months period. Govt. can decide the time period in which notes should be withdrawn. It is necessary to eliminate black money or corruption at source itself. Cash looks one of the responsible parameters. Let us reduce cash transactions now. We have enough bank accounts as well as digital media for electronic transactions and encourage the use of plastic cards like Rupay etc. Tax exempt list also major source revenue loss. Let the Govt should abolish the list to boost the revenue and economy of the country by withdrawing the list and bring the institutes under income tax thru an amendment in IT Act 1961. The contributions or donations received by these organisations pay the required taxes as approved by the Govt. It is necessary to implement such measures to reduce black money and corruption. There is someone who can implement these things. All the best for right decisions.

Shipping Ministry in search of officer for Dy Chairman, Mumbai Port Trust
Since Mumbai Port is more concentrating on Cruise Service instead of Cargo Services as the eviction of cargo is very difficult through Mumbai City,it would be interesting the Ministry of Shipping chooses a person who has more Knowledge in Tourism.

Are IPS officers above Judiciary or govt ?
Today Delhi high court put stay on the deputation of IPS officer's in the rank of IG and above to ITBP as per the cadre review. Earlier Supreme Court too did the same and govt announced NFFU and OGAS to CAPFs. Then why it is so delayed in implementing the same.

“Maharashtra Conundrum : Ends are important, Means irrelevant”
Democracy with brutal majority by single party, leads to one-man dictatorship and institutional marginalisation. Democracy gives us freedom to elect our own dictators. No rule of Law. Growing intolerance.
Democracy with fractured mandate leads to political chicanery, the game of 'Snakes & Ladders', horse-trading for quid pro quo, kidnapping elected representatives and locking them inside 5-star hotels, resorts in different cities to obfuscate their hijackings, transferring black money to allure greedy politicians.
There is cut-throat competition in Maharashtra among unscrupulous politicians to achieve the elusive magic number. Massive scramble for lucrative ( cash-rich) portfolios in Cabinet, as part of package. There is no room for political ethics and morality in the Indian polity.
In our country, politicians must be changed as often as diapers !
If not done, democracy will die a slow death, which it has already started doing anyway.

RTI

Role of a PIO under RTI Act

Part information was provided in response to the applicant seeking information regarding seniority list of staff nurse. On appeal, the First Appellate Authority directed the PIO to provide information to the appellant, if available. A Show Cause Notice was issued by the CIC for complete non application of mind, non-furnishing of information in response to the RTI application, non-compliance of the FAA’s order and violation of the mandate laid down by the RTI Act. The PIO submitted before the CIC that as PIO, Health Department as Nodal Officer, his responsibility always involved forwarding the questions/information sought by the applicant to the concerned branches under Health Department and forwarding the response received from them to the applicant i.e. the role of a Nodal PIO is that of a post office. The CIC observed that such a poor understanding of the RTI Act can be rectified not by imposing penalty, but by referring the Nodal PIO for a training session to upgrade his knowledge about RTI Act. The CIC marked a copy of the order to the FAA, H&FW Department to take necessary steps ensuring that the Nodal PIO is appropriately trained to handle RTI cases and made aware that the role of Nodal PIO encompasses more duties than acting merely as a post office
Comments
A PIO is not just a post office and should act as a catalyst in expediting dissemination of information by the actual custodian of information.

Unite to welcome Feroz Khan
We should welcome Feroz Khan for teaching Sanskrit. The Hindu scriptures have never held that Sanskrit or Vedas are the sole domain of Brahmins. In fact, of the 10 avathars of Vishnu, they are all of other castes other than Brahmin expect for the dimnutive Vamana Avathar (who asked for three feet of earth). Others have become Azhvars in Vaishnavism and saints in Shaivasam due to hard and devoted stints to mankind welfare, including Kshatriyaas, Brahmins, Vaishyas and so-called Shudras. Hence the opposition to Feroz Khan teaching Sanskrit must be condemned vehemently and put down with an iron hand. That the UP CM is incompetent is well known. He is not an integrator. I strongly feel that some Hindus should take the trouble and pains to learn and understand the Holy Quran, and teach the Muslim brethren in Urdu about their Holy book. Integration has to happen in minds and not just through slogans and meaningless speeches. I hope the students, leaders, and politicians will unite to welcome Feroz Khan.

BHU’ protests are uncalled for
Student unrest and protests by them have become a common feature in many of our Universities. In Delhi the latest protest by JNU students on fee hike is getting murkier every day with police beating even the blind and disabled. While students in some universities may have a genuine grievance to protest against some decision, sometimes they do go on rampage on unreasonable demands. For example the loud protests by a section of BHU students against the appointment of a Muslim teacher in Department of Sanskrit is absolutely condemnable. Feroz Khan has studied Sanskrit from class 2 and is highly qualified in the subject with a doctorate to teach Sanskritt. The students are protesting only because he is a Muslim. This has forced him to go into hiding and is not able to come to the university. Such protesters need to be expelled from the University since their behaviour is highly objectionable. Feroz Khan needs to be admired for his interest in the language instead of being hounded because of his religion.

" My name is Feroze Khan. Why can't I teach Sanskrit in BHU? ”
If Yogi is worth his salt, the bigoted Hindu protestors must be arrested forthwith for sowing the seeds of inter-faith hatred between the Hindus and Muslims.
The brazenness with which the protestors have been on dharna for a couple of weeks, reveals they are creating nuisance at the behest of misguided elements who own divisive mindsets.
Yogi has proved himself as an incompetent, callous, biased and insensitive leader. A liability on Uttar Pradesh and a stigma on Hinduism. Totally unfit to hold the sensitive portfolio of Chief Minister. The loose cannon poses a potential threat to maintenance of communal harmony in the country. Must be booked under IPC for instigating Hindus against the Muslims.
Why is BHU management speechless ? Why are misguided goons given a long rope and vitiate the relaxed ambience of the campus ?

We all work only under the constitution
I remember a scene from the film "Shool" in which Manoj Vajpayee does the role of an upright police inspector. In one situation in the film, Manoj asks the goon politician's men to shut down the loud music they were playing in the netas party past 10 pm. There is lot of तू तू मै मै. Then the DSP lands up (who sucks up to the corrupt neta) and tells the police inspector to leave that place at once. He refuses and again commands the music to stop. The DSP is livid and yells at the police inspector " मत भूलो कि तूम मेरे अन्डर काम करते हो". Manoj Vajpayee gives him a dirty look and says " अन्डर मे नही । साथ काम करते है।"

" Whither Good governance ?"
Boycott of Parliamentary Standing committee meeting on Nov 15, 2019 by all three Commissioners of MCD, amounted to misconduct and more than that, a clear contempt of Parliament. Their absence seemed pre-planned. Who is protecting the elite officers, one wonders ?
Strangely, all three Commissioners have neither been show-caused nor transferred nor suspended.
It is noteworthy that the pollution in Delhi was one of the items in the agenda. This concerned all the three.
Why is MHA silent?
Consider the case of lone MP from Delhi, invited by the Parliamentary panel. Gautam Gambhir, the cricketer-turned- BJP, MP chose to ignore the Standing committee meeting. The arrogant politician insulted the Delhiites.
He has much to explain.
PM Modi as protagonist of Good governance, is urged to take the call.

Turmoil in Jawaharlal University
It is unfortunate that during the last few years there has been continuous turmoil in Jawaharlal Nehru University (JNU) over one issue or other with the students and faculty at loogerheads with the administration i.e the Vice Chancellor. The students of JNU are perhaps the best in India selected after a rigorous process. They have the potential to be future leaders of India. They have already made great sacrifice to pursue their higher studies in India instead of running away to USA or Canada or Europe.
Therefore we as citizens of India should take the responsibility to provide quality education to these future leaders. Many of them claim to belong to economically weaker sections of society. Therefore I appeal to the Prime Minister to intervene in the current turmoil and announce that henceforth Government will take total responsibility to provide world class education to these students by bearing the entire expenditure of tuition, hostel fees, mess charges and any other charges which maybe levied from time to time. All students admitted to JNU can be called Bharat scholars. It is a small sum to be
spent for developing our future leaders. The Government should also implement some radical reforms.
Firstly, attendance for both students and faculty can be optional. The faculty members have already made great sacrifice by staying back in India instead of going to foreign universities. Therefore they are fully aware of their responsibilities and asking them to sign a register or swipe a card is not fair.
The present Vice Chancellor who seems to have incurred the displeasure of both students and faculty may be asked to return to his parent body-IIT Delhi- from where he can resume his seminal contribution to Electrical Engineering. The students and faculty can form a committee to run the university.
Another major reform that should be implemented is to do away with all examinations. The worth of the students has already been proved once they are admitted. So a master’s degree after two years stay in the hostel and a PhD after four years stay can be awarded subject only to the condition that they vacate their room in the hostel.
This will bring much needed peace to the campus. While a majority can devote themselves to pursuit of knowledge without hindrance, a small minority can still train themselves to organise agitations for some issue or there which will provide the necessary training for pursuing their career in politics.

DECISION MAKING TODAY
For 70 years Indians were kept in darkness and told that intractable problems cannot be solved. The people voted in a new government in 2014 . And repeated the same mandate by an even bigger margin to the NDA Alliance led by the BJP. The current situation is astonishing . - First TTT for Muslim women was resolved. - Next Art 370 was permanently abolished . - Next AYODHYA decision of SC is being honoured. - RCEP was a disaster for our economy since 2007 ! India's PM stated that INDIA FIRST was the basis of his political mandate. He refused to sign a discriminatory agreement. - Indian Army is moving into 21st century with fast reorganisation. A measure approved by the NDA alliance . Next step our economy ? Yes. Time to remove all cobwebs of the past.

Do we need these conventions ?
1. Every minister, judge, senior official needs to be provided a house, a chauffeur driven car, free petrol, first class/business travel on leave travel, bungalow peons etc. Tax payers pay for this. In the US and Europe, no such privileges exits.
2. Normally, these elites are addressed as " sahab" and "mem sahab", a colonial hangover. Terms like "hazoor", "hakim", "hukum" are also used. "Lordship", "Your honour" common in judiciary.
3. We still have "peons" and "orderlies" who wear a theatrical dress with cummerbunds and head gear straight out of a British era film. They are required to carry "sahabs" briefcase ( weighing 1.5 kg) and lunch box. Sometimes they hold an umbrella for the sahab or mem sahab. This species can't be seen in the US or Europe.
4. We need VIP lounges everywhere. A VIP is not defined however.
5. House helps/chauffeurs/peons are 'untouchables'. They can't sit on a chair/sofa. They have to always keep standing.
6. For VIPs, normal rules/regulations/conventions do not matter. As they say " the line starts from where they are standing".
7. All 'lowly' staff are addressed as 'तू' or 'तुम' not 'आप' even though he may be elder.
8. Typically, you won't get attention in a public place ( hotels, restaurants, shops in upmarkets ) if you speak in Hindi or देहाती english. The moment you speak praupah english you are attended to.
And many many more.....

Retirement Age in Central Government
Instead of thinking to decrease retirement age, the otherway would be that Government should announce that whoever has crossed 56 years can take VRS and their basic for pension and other purposes will be calculated what their basic would be at the actual time of retirement, i.e, 60 yrs of age. Certainly, many would avail this benefit. After this, the government should instead of filling the existing vacancy, appoint DEO at the lower level. This will also enhance the job opportunities.
