DEBATE (1)
If Modi continues as PM, you can take it for granted that the salaried class and middle class will be at the mercy of traders or capitalists only.
Rahul
DEBATE (2)
Modi has the knack of identifying which issues will catch the attention of voters. His 2014 hype succeeded because of this. But now with abysmal performance on jobs and economy as a whole, only a Modi or BJP bhakt will vote for BJP. Floating voters will go away from him. With alliances all over, BJP could fall to double digits. Historically Indira, Rajiv were shown the door after their massive wins. Modi will be no different as he has himself has not lived upto the hype he created in 2014.

Gruesome killing of innocent Jawans
In recent history of J&K, yesterday's attack on CRPF convoy is the gruesome killing of innocent force personnel. Yes some imminent questions being asked how this information was leaked as it could not have been an instant decision to arrange a large firepower in hours, how they got access and despite movement of a large convoy was there any laxity in road opening party or control of domain area. All such questions will be asked and might be answered as usual. Apart from this there are other superficial questions which are relevant but are being kept under the carpet. The Home Ministry has a post which used to be headed by the serniormost IPS officer and were categorised as Special Secretary(Internal Security & Police). This institution has been degenerated and has been secluded to look after sundry work in the Ministry instead of the domain work of force, IPS cadre management, J&K, Internal security etc. Though in the reorganisation of MHA in 2001 and as well as in the report of the Madhukar Gupta Committee Report, former Home Secretary and a legend on J&K gave a report which has not been implemented and brushed under the carpet by successive officers at the helm of affairs in the Home Ministry. Internal security and management of forces and IPS officers is a specialised job which has been relegated to dustbin. Retired CSS officers are holding the fort of important divisions as if there are no serving competent officers available, IAS officers are looking the Police and other divisions where there is a specialised job. I hope some corrective assessment is made and recommendations of the Madhukar Gupta Committee is looked into and implemented and the mentality of appointing/continuing with retired officials casts aspersions on the working of the leadership in the Home Ministry.

DEBATE (1)
Yes Rahul Gandhi can become PM !
Yes Rahul Gandhi does stand a chance in the coming Lok Sabha elections to become PM and why not? He’s matured enough politically now to become PM.

DEBATE (2)
It’s Nitin Gadkari not Rahul Gandhi or Narendra Modi
No Rahul Gandhi and also no Narendra Modi. I see Nitin Gadkari emerging as a PM face in BJP. You never know Nitin Gadkari might be the next PM if BJP comes to power again at the Centre.

Suggestion for WIC
Wish to point out something that you may like to look into. It’s about a rather recently introduced feature of a pop up on different themes (the current one being related to "Who would be the next Cabinet Secretary") coming up every 30 seconds or so. Hope you would appreciate that its highly irritating as it interrupts the flow of reading the normal content of the website. It has interrupted even my typing out these comments thrice by now. You may like to consider inserting the subject matter of such pop ups in a box in the margin of the main text of the website please. This is not exactly a complaint but please take it as a suggestion.

Lohani is best choice !
I know Ashwini Lohani since 1982.Can’t think of a better choice for the difficult assignment on hand with insurmountable problems. Possibly the last hope for Air India.

Present political scenario in Rahul’s favour

DEBATE (1)
Present political scenario is leaning on Congress after BJP Government led by Narendra Modi retreated from its pledge to provide employment to the common man and realise ‘golden days’ (achhe din). We can expect changes in the political landscape in 2019 Lok Sabha elections. I think Rahul Gandhi is expected to realize his political ambition to rule the country.

Relief in Finance Ministry style
I don’t remember a single budget since 1968 which did not provide “relief” to the tax payers or the poor, farmer, labourer, women, salaried class and dozens of such categories, we may call them neo-casteism. While the exchequer had suffered loss of revenue, the beneficiaries are no better as a class (different from the individual). How long will such British Raj techniques of revenue generation continue to afflict the nation? On the one hand we want to turn fast into an economic superpower, on the other hand we discourage development and investment. What defined “luxury” some 60 years ago in India was illustrated by the roti, whether it was chupdi or rukhi (buttered bread or dry bread). Today it needs to be re-defined on the basis of consumption of technology: how much do we consume by way of heathcare, education or gadgets, which constitute “essential” for growth and proper development of a child and not “luxury” as the tax experts are quick to label. A visit to a government school, hospital or professional institution would reveal in no time new poverty in India, the new haves & have nots, the new privileged class and disadvantaged people. Unless the finance ministry starts thinking “socialist” or Dharma and stop levying luxury tax on goods that generate high income jobs, consumption of high technology and accelerated growth, we will be getting only relief in every budget. Having travelled 50 years or so with relief in the prices of post card to paanmasaalaa, our relief providers must be tired and need some rest. Let the country march on a fast track before we are reduced to a digital colony. You can’t access DD or RS TV or LS TV direct without going through YT/FB/Twitter etc. when transmission is disrupted due to bad weather in Delhi in the middle of the reply of the Prime Minister to the debate on the motion of thanks to the President. Is that a luxury to ask for?

DEBATE (1)
Refer to the debate in your esteemed column "whispers in the corridors" on this subject. To my mind, undoubtedly, Narendra Modi will make the best Prime Minister for this country. He has risen from the grassroots and has gone through the mill to understand the nuances of not only politics but also the socio-economic-caste fabric of this vast country and heterogeneous society/population. His experience of Gujarat has proved to be of great help to him. He has vision and has proved himself to be a great visionary in the last few years. He has improved our international relations with all neighbouring countries and on the economic front he has displayed boldness which no other PM had done so far. He is doing so much for the kisaan, the unorganised labour, the youth, the helpless and hapless, aged and the infirm that is difficult to fathom and believe unless one experiences it. There is no comparison between Rahul Gandhi and Modi. Rahul is just a chocolate baby without any administrative experience. Can the blessing of Heaven that he was born with a silver spoon in his mouth and was brought up in air conditioned comfort be considered a qualification to be the Prime Minister of this country.

DEBATE (1)
I am of the view that only Narendra Modi can be the best P.M. for India if one takes a look at the photo gallery of politicians of the other aspirants. No other political leader has a clean image , not any vision as compared to Modi. His tenure as chief Minister of Gujarat and as P.M. since 2014 has been spotlessly clean and there has been no scam . He is a great administrator and an astute statesman. Neither Mayawati nor Mamta, nor Akhilesh Yadav and not even Rahul Gandhi can be a replacement for Modi.
Mrs. Dipika Agrawal
DEBATE (2)
My choice is Rahul Gandhi. He will bring fresh idea. He believes in democratic values and his party represents the true picture of my country.
Dipak Tiwari
DEBATE (3)
Some people in Delhi, Mumbai, Power Centres, Opposition parties, within BJP, etc wants to stop Modi coming back. I travel across country due to my job. I see, common people support Modi coming back. They have benefitted and also believe Modi's implementation effect will reflect in long term. It reveals, India is moving towards welfare state. In the next 5 years, India will transform in identity and type of politics.

Modi Govt has failed many a times
The Govt is screwed up in its thinking. I thought that govt will move away from appointing its bureaucrats as the CMDs. They should find best material from outside the Govt. Modi Govt has failed in this many a times. And because of such failures, it will lose its grip in the next election.

Mention the name of the CPIO in every reply

Details of criminal case registered against officers by CBI was denied u/s 24. The CIC took grave exception to the attempt of the representative of the CPIO to misrepresent facts during hearing to merely stand by the denial of information. The CPIO was warned to ensure that each RTI Application is assessed carefully for the applicability of Section 24 of RTI Act and to steer clear from using cyclostyled replies for all cases alike in future. The CIC observed that “it is unnerving to note that the CPIO does not mention his/her name in the replies provided under RTI Act which further reflects on the prima-facie evasive and callous approach of the CPIO in owning up to his/her acts of omission and commission”.
Comment
The reply to every RTI application should bear the name of the CPIO and each application should dealt with individually. A common cyclostyled reply for all cases should could land up the CPIO in trouble.

Re-employment of CSS/CSSS officers
First of all, let me make it very clear that the re-employment against the existing vacancy may, in any manner, be appreciable. But now-a-days, re-employment has been prevalent in the Ministries/Departments. My humble submission pertains to re-employment of CSS/CSSS officers. We have been witnessing that each and every Ministry/Department in the Central Government adopts its parameters relating to remunerations, leave etc. It would be appreciated if the work relating to determining of remuneration and other perks etc. for the re-employment of the officers retired on superannuation may be allocated to one nodal Ministry/Department which is Department of Pensions and Pensioners' Welfare which may formulate a policy covering remunerations, leave etc. for the persons to be re-employed in consultation with Department of Expenditure. If a Ministry/Department, due to exigency of work, wishes to engage Consultant, it can send their requirements to nodal Department (Department of Pensions and Pensioners' Welfare) which may forward the candidature of selected persons to the concerned Ministry. In this manner, Department of Pension and Pensioners' Welfare may seek the information in prescribed format and call for the information from amongst retired officers of the Central/State Government and send their names who fulfill the eligibility criteria of the concerned Ministry/Department for re-employment. In this manner, there would be no anomaly in terms of remunerations and other benefits to be given to the officers so engaged.

DEBATE (1)
Definitely Narendra Modi should be voted to power. One always gets the feeling that Rahul Gandhi is being imposed on the country. India needs some 'out of box' kind of thinking which only one who has no personal interest or ambition can do and implement. Till today what Rahul does or think are not his deeds or mind. He is being spoon fed only.

DEBATE (2)
Rahul Gandhi deserves a chance to rule country
I believe that Rahul Gandhi, who was a virgin politician, has succeeded in political manoeuvres with results of three states’ assembly elections proving it. A government is run by advisors and senior party leaders who support from time to time. If Rahul Gandhi is installed as Prime Minister of India, he will be supported by a group of senior advisors. I think he should be given a chance to rule the country.

Political class misuses mandate
Political class is basically corrupt and misuses the mandate given. Whoever be ruling must be voted out.

Impose President's Rule in West Bengal
The President should not waste any time further and immediately impose President's Rule in West Bengal, before getting the law and order of the state further deterioration. The present situation in West Bengal is total chaotic, as the total police force is compelled to dance with the tune of party leaders.

2019 elections results likely to keep Namo & Raga at bay

DEBATE (1)
I think that 2019 elections are likely to give unexpected results with queering the pitch of over-ambitious political parties and politicians. The outcome of Lok Sabha elections may deprive Narendra Modi and Rahul Gandhi of becoming Prime Minister of India. The formation of new coalition may decide new candidate for Prime Ministerial post. The history of late 80s and early 90s is expected to repeat in this election.

DEBATE (2)
Today, only one person who can make India stronger is Modi. If any other experiment will be tried, that will not be in favour of our country. First time in the history, we have got such a strong leader who doesn't have any personal interest. God Save our country.

CSSS officers suffer
More than 260 posts of PSO are lying vacant in CSSS and a large part of it will be subsumed in next four years without operation even once. The most important point is CSSS officers have suffered due to non-availability of posts and when posts are available these are not being operated.

Is Lawrence School Lovedale a public authority under RTI ?

Information regarding the approval of the buildings of Lawrence School Lovedale by the DTCP, number of canteens/ hostels, if any, in the aforementioned school, documentary evidence regarding their licensing by the competent authority was sought. As the information was not provided, the matter came up before the CIC. The representative of MHRD present at the hearing submitted that the School Authorities were not furnishing information despite the fact that they were a Public Authority and as per the letter issued by them No. F. No. 4-24/2007-Sch. 3 dated 01.09.2008, it was declared that the school fell under the ambit of Public Authority as defined under Section 2 (h) of the RTI Act, 2005. The CIC directed the Lawrence School Lovedale to disclose the information sought by the Appellant.
Comments
If an organisation is financed by government and it cannot function in the absence of such substantial financing, it would come within the ambit of a public authority.
