RTI Examination of male patient by a female doctor
The Complainant stated that his Ultrasonography (USG) Chest was done in Base Hospital Delhi Cantt. At that time, there were two lady doctors only in the dark room, one was from army and the other was the doctor who did his USG Chest. During USG, both these female doctors did not call any male attendant and his USG was performed in absence of a male attendant. In this connection, the complainant sought the information about whether two lady doctors can do ultrasound test of a male patient alone in any military hospital in USG room in absence of a male attendant and the relevant rules. The CPIO informed that only such information can be provided which is available and existing. The CIC noted that the application consists of questions rather than information as defined in the RTI Act and therefore, upheld the reply of the CPIO.
Comments
Technically, the order is legal and proper as the information about the rules which exist can only be provided. As per law, whenever a male doctor examines a female patient, it should be in the presence of a female attendant. However, there are no specific guidelines regarding the reverse situation - examination of a male by a female doctor.

DEBATE(1)
Debate about any comparison between MODI and all others is a non entity as all of them even combined together do not stand anywhere. No opposition leader can match Modi's qualities.

All 1990 batch IAS officers empanelled as Secretary in GoI
Proud moment for the 1990 batch of IAS in Orissa. All IAS officers of this batch have been empanelled for Secretary or Secretary equivalent posts in Govt of India. It is indeed a matter of great pride for Orissa in specific and for the country in general to find all bureaucrats of 1990 batch, in Orissa cadre to have been empanelled, if not in one go , but in totality , as Secretary and Secretary equivalent in Govt of India. Hard work and public Centricity never go unnoticed and these should have been the major attributes ,for empanelment of the whole lot of 1990 batch in Orissa to get such great honor, because any IAS when he enters the service ,his deep inclination and wishful thinking to be empanelled finally as Secretary Govt of India. Congratulations to all and salutations to the CM of the state to have groomed the officers in such a magnificent manner.
