Mandsaur is just a trial !

Farming Violence...who & why on WIC 8/6/17 hits the right nail into the right place. The shallow journalists, especially of the TV variety, have ignored the "design" behind the organised violence till election-2019. Mandsaur is just a small field trial. Things will be worse. As the BJP is celebrating 3 years of success, the opposition is ruing 3 years of failure. The foreign forces will not allow Modi to repeat 2014 in 2019.

Let IRS officer be EO
Non IAS as EO this time Very rightly said. A lot of imbalance in the civil services would be obviated if non IAS is made the Establishment officer. IRS officers would be best suited for this job.

“Fraud on 55 lakhs pre- 2016 Pensioners”
The 7th Central Pay Commission had recommended that all Pre-2016 pensioners must be compensated for number of increments they had earned in the retiring pay scales by giving them 3% of basic pension per increment.
The Cabinet, it is understood, was inclined to accept the recommendation .
But, it was misled by officials who expressed helplessness in implementing 7th Pay Commission's recommendations on the plea that details of pensioners were not available for computing the increments-based hike in pensions.
DoP&T (Pension & Pensioners Welfare wing) quietly and promptly issued orders vide OM No.38/37/2016-P&PW(A) dated May 12, 2017. Thistook all pensioners by surprise and shock. All were hoping against hopes for hikes in pensions.
Was the omission clerical, committed without fact-checking ? Insiders reveal, on condition of anonymity that some DOP&T officials not familiar with the accounting procedure, misled the political Executive, citing non-availability of pensionary records. This was far from truth.
It is clarified that requisite pensionary details are lying intact in offices of four custodians, namely (a) Pension Payment Order (PPO) issuing authority ; (b) PAO of office from where pensioners had retired; (c) Central Pension Accounting Office, New Delhi and (d) Central Pension Processing Cells of banks from where senior citizens receive pensions.
Officials were rewarded with a pat for saving public exchequer by duping the Cabinet and the pensioners. This led to the anomaly. Post-2016 pensioners are receiving pensions far higher than their seniors who are pre-2016 pensioners.
PM Modi is urged to revisit the case, order investigation into the oversight and restore the rightful claim to pre-2016 pensioners.

Arrears for Kendriya vidyalayas employees not finalized
7th CPC was implemented for over a year back and after six or so on 13.1.2017 notification was issued for autonomous organisations. Even after a lapse of around 6 months arrears for Kendriya Vidyalayas employees has not been finalised. In these circumstances start blaming the PM and the concerned Minister for no fault and Govt's at the helm of affairs are always the traget of hate of inaction of the bureaucrats for no fault of theirs. Can anybody enlighten even after a lapse of one year why this has not been implemented. Is this the seamless Govt. functioning. Why can't HRD officials decide in 6 monthsimplementation of 7th CPC implementation for Kendriya Vidyalayas employees who are around 50000 and if we calculate their families as well around 2 L people are blaming Central govt for non implementation of CPC. Can some corrective measures taken to implement it in a faster way so that this resentment of teaching community can be addressed and officials responsible for non-implementaton taken to task for better judgement.

That attitude makes all difference
Havan & Gavan Public service for the honest is like performing a Havan, meaning sacrificing everything for serving the people as mandated by the law. There are many who consider it an opportunity to steal public assets and convert them into their own property. That attitude makes all the difference. Respect or cold looks depend on whether someone is giving aahuti in the Havan throughout service or indulging in Gavan. Depending on the majority the government gets the public approval or disapproval (Duston kaa prakop badh jaaye to sarkar bhrashtha ho jaati hai aur sajjanon kaa prabhutva badh jaaye to sarkar achhi hoti hai).

CIL CMD
It looks like the selection board only wants insiders, who are already working with Coal India or its subsidiaries as CMD. Why then the whole exercise of calling for interview, except to show off. I feel that the selection is already made for this organisation. PM sir, PMO are you aware of the happenings in one of the biggest public sector companies.

“Amendment is discriminatory, bad in Law “
Changing a 50 year old rule, GOI (DOP&T) sets a deadline of six months to complete probe of govt babus in corruption cases. It has amended Central Civil Services (Classification, Control and Appeal) Rules, 1965, by laying down a time-line for intermediate stages of investigation and enquiry proceedings.
But, why is MOS ( Personnel) trumpeting this as part of his three years achievement? Why, so much media hype? Analyse ground realities. CVC’s perennial concern over delay in expediting corruption by adhering to time- schedule for completion of disciplinary proceedings is ignored by central ministries. Though, a Statutary body, CVC is treated as a tooth-less tiger. Consider judicial pronouncement. Supreme court’s judgement of Dec 16,2015 ( ( Prem Nath Bali V/s Registrar, Delhi High court )directedthat every employer, State and Private, must conclude departmental proceedings against their delinquent employeeswithin six months. So, what is new? Orders should have been issued in 2015 across the board.
Anomaly. Why create a dichotomy between All-India and Central services? It is not clear why All-India services : IAS, IPS and IFoS—and a “few other categories “ of officers, are not covered under the amendment. Are top babus from elite Services , never involved in big-ticket scams. Orders may not stand scrutiny in Courts of Law on sheer ground of discrimination. All employees, irrespective of Services, must be treated at par. Right to Equality before Law
One wonders whether penalties are laid down for defaulters (disciplinary authorities or delinquent officers) for non- adherence of stage-by stage schedules. Obfuscating proceedings before the Inquiry Officers (IO), CATs and Courts, are common. Lakhs of corruption cases are pending before CATs , courts for years. Adjournments and bails are granted on flimsy grounds. There is a flourishing racket involving lawyers and corrupt judges. Action may be ordered by the Hon’ble CJI to reduce pendency by fast-tracking CATs and Courts’ proceedings. All adjournment cases must be scrutinized by High court judges and subordinate judges reprimanded, wherever required. Considering the totality of circumstances, DOP&T’s amendment orders are discriminatory, facetious and out-of-sync with GOI’s stated policy.
The Single Point directive, struck down by Supreme court, was restored by GOI through legislative route. Rules require prior sanctions of GOI and CVC, before initiating enquiry against officers of the rank of Joint Secretaries and above. What will be the impact of amendment on corrupt top officers who enjoy immunity from CBI preliminary enquiries? Selective application of rules to target specific Services is unjust and unfair unfair.

Dear Kejriwal, The most emergent problems staring into Delhi's face this year would be: Rainy season: Water logging and mosquito menace (resulting in dengue, chikungunya and malaria). Winter: Air Pollution, swine flu and need for shelters for the homeless during winter. Kindly take preventive action. Debate should have been continued for interesting insights

Who ate of the forbidden fruit first? Was it Eve who ate of the forbidden fruit first? Or was it Adam who ate of it first? Eve was the first to eat of the forbidden fruit first. Adam followed as a lawful partner. But the fruit was forbidden and both had the knowledge of it being a forbidden fruit. So, both were thrown out of the paradise. For Milton, it was Paradise Lost. Robbed of the paradise and the happiness of it, both were thrown on to the Earth for enjoying only the earthly pleasures. They are engaged on the exercise even today. They have taken several new names, bureaucracy and politician being one such pair. Indian bureaucracy and politician debate should have been continued for interesting insights.

Thank you team India !
There have been loud voices telling Team India not to play their Champion Trophy cricket Match with Pakistan in Birmingham on Sunday in view of the current state of strain between the two countries. Yesterday when the match took place there were protests at many places and some of the TV channels joined those protests by blacking out the match and demonising Kohli and Company. How could team India agree to play the cricket match with Pakistan who is responsible for daily killings of our soldiers and civilians at the Line of Control as well as in Kashmir, the protesters asked. The anger against Pakistan by the martyred's families and we Indians is understandable but this protest against the match was not the right approach. It was not as if India was going to Pakistan to play a match with Pakistan team or we were calling them here to play with them. India was participating in an ICC match in the Champions' trophy. How could they refuse to play another participant there. Was it not better to play with them in the Cricket battlefield and thrash them there and that is what Indian Team did. Inspite of the disruptions caused by rain, Kohli and Company showed the Pakistanis that Indians can beat them everywhere. After watching the match, one could sleep with this reassurance. Thank you team India!

NDA on a winning streak

It seems that people who are posting here these days, are those apparently who lost patronisation, so liberally dished out by upa to the corrupt. So they cannot see difference between NDA and UPA. Well if you believe in democracy, NDA is on a winning streak even after 3 years in office! Let the lootyens looters, presstitutes and now disgruntled officers say anything! In fact they have ceased to matter, now that people have seen through their game, of catching at straws! Long live NDA

Desire for change has to come from within
We appreciate your efforts and concern. This habit is not going to change. The desire to change has to come from within. What Modi has planned is not going to succeed and soon this would be forgotten. There is no provision of Trash disposal and since India has a huge population we require many and that too they should be emptied out frequently. Wherever they are, they are overflowing and trash is spilling outside. In the USA it is clean is because of the trash boxes are available everywhere, outside Restaurants, public buildings, institutions. It is mandatory to have them without which no permit to occupy the building is given. India is a hot country where people took more liquid to quench the thirst and hence need to urinate is more and hence more urinals are to be provided. I have not seen urinals for miles together in the urban areas

Promoting entrepreneurship
The Narendra Modi government has made a lot of promises for entrepreneurs in India, but how many of them have really helped the startup sector is a question that begs an answer. Whatever the answer, a general consensus is that it is the first government that has paid more than a nodding acknowledgment to entrepreneurship. After all, it is Prime Minister Narendra Modi who announced a slew of programmes to promote entrepreneurship in the country.

" Non-submission of property returns by IAS officers "

Will Swatchh Bharat dream ever become a reality ?
I am scared after knowing how Ravinder Kumar the e-rikshaw driver was killed when he objected to two men urinating in public rather than using the toilet. I can call myself an activist for swatch Bharat Abhiyan. Actually much before our Prime minister took up the broom three years ago to inaugurate this abhiyan, I have been doing my little bit in picking up garbage, putting it in the dust bin, reprimanding people who throw about their kachra in the public park or urinate against the wall even when the public conveniences are a short distance away. The karm bhumi of my activism is Lodhi Gardens where I take my daily walk. As I live in Noida, my timings for walk are not the popular morning evening rush hour. I come to India International centre for my day long activity and these days walk around 4 p.m(Winter time 11a.m in the sun).In winter on holidays particularly picnickers throng the park and one has to see to believe how lawns are ravaged by the muck they throw-the empty water bottles the paper plates and what not. Children from schools are also sometimes brought for picnics. They also do the same while teachers are oblivious to it. Once I was horrified to see one park made so filthy by our little uniformed friends as they threw their chips wrappers ice-cream cups water bottles around. This is when dustbins are close by. I went up to the teachers who were sitting in a circle and eating food and told them to teach the children to throw these into the dust bin. They ignored my plea and remained busy with their samosa and gulabjamun. I was angry and as i was about to blow up, two little children came up and said, "sorry ma'm we will not do it again 'Then come up and let us pick it up I exhorted .All the children joined me and we cleared the muck in no time. My parting shot to the teachers was "learn something from your students". But always the experience is not so good. As for urination this dirty national habit is awful. Even in Lodi Gardenswith nice public conveniences in the four corners i often find men urinating against the boundary wall when the toilet is not even 50 metre away. Once I remonstrated with a man for this and his answer was "aap ko kya taklif hai" How could I make him understand that this is a public place and he has no right to make it dirty. Noida where I live, you can spot any time of the day urinating against the wall going whether along the road , in front of a school or close to the market. The stink at places is unbearable. Unless hefty fines are imposed and offenders caught and taken to task these habits would not go away nor the Swatchh Bharat dream will become a reality.

How long should it take to get copyright?
How long should it take to get copyright, trade mark or patent in India? The pace at which applications for grant of trade related intellectual property rights or Intellectual Property Rights are presently processed in India, it will take the country no less than a century to join the club of the super powers. To realize dreams like make in India, start UP, ease of doing business and enforcement of contracts, a lot remains to be done even after accelerated governance under Modi. Getting a copyright takes years! Writers waiting for getting copyright certificate for their work for more than a week in this digital age are unacceptable. Minister commerce & Industry should improve the working of the Copyrights as well as Trade Marks office and ensure prompt delivery of service.

Take due precautions in life and work
Of late, there have been many instances of officers indulging in risky behaviour. Some drink and engage in behaviour which turns out to be risky. Some indulge in rash driving. Some are always in a hurry and rush from meeting to meeting between places where they are stationed and headquarters which results in lack of proper sleep for themselves or their drivers resulting in grave consequences, especially if they travel very early in the morning or late at night. Everyone should understand that they are only human. Their position in society or their power is not going to avert accidents. Avoid hurry, worry, curry, alcohol. Stick to a routine life. Exercise, get proper sleep. Take due precautions in life and work.

IAS officers consider themselves above law!
There are large number of IAS officers in other states also have not filed their property return. This shows that IAS officers are not only arrogant but consider themselves above law. Why is PM/CM's not taking action against them? This answers your question as to who is powerful-Ministers or IAS officers?

Concept of ‘public interest’ is vague
The concept of ‘public interest’ is vague and is bound to be (mis)interpreted in the manner deemed proper by the person according to his whims. It is often seen that a person asks for personal information and claims public interest in whatever is being sought. On the other hand, a CPIO is not interested in giving the information, how-so-ever important the matter may be. Public interest is evolving into an area which is giving rise to a lot of litigation, perhaps avoidable.

Coalgate: Stop mollycoddling political class and bureaucracy

DEBATE
Former Secretary, Joint Secretary and Director in ministry of Coal have been convicted by the court under IPC for criminal conspiracy and cheating in a coal block allocation case in MP. More coal scam cases are pending. Sentences were awarded to three top bureaucrats: the then Secretary, Joint Secretary and Director of Coal ministry, by the special court of CBI. It will be inappropriate for any third party, to blame the Court citing “Officers’ honesty, commitment and dedication “ and, worse, warning GoI about the perceived repercussions like "policy paralysis ; demotivating bureaucracy from taking decisions” etc. The aggrieved officers are free to appeal to High court and even Supreme Court for relief. The CBI court, in the present case, pronounced judgement based on CBI investigation, supporting documents, recorded statements, cross-examination etc. Intercession by IAS officers Association is unwarranted. The obverse is more baffling. Never trust politicians. Former Prime Minister-cum- Coal minister Manmohan Singh, his Principal Secretary, Secretary , Joint Secretary, Directors in the PMO ,were totally left out of interrogation by the CBI. How? At whose behest? How were the PMO worthies given clean chits by the then CBI, the “caged parrot of UPA” . All these infirmities raise suspicions in public mind. No decision could have been taken without PMO’s knowledge. To satisfy readers’ curiosity, let us consider following questions:- (a)How could the then Cab Secy and officers of PMO feign ignorance of the flawed coal blocks allocation policy, that took the shape of a scam? Arbitrary, discretionary, pick-and-choose, based on first-come-first-serve doctrine. Though, former Coal Secretary (P C Parakh) had informed the Congress-led UPA govt, much ahead of the scam, about the flawed allocation policy, why no action was taken by Manmohan Singh & Co to address these concerns ;(b) Why did the then Finance Minister keep his conspiratorial silence in the matter?
(c ) Who blocked reappraisal of coal block allocation policy despite specific advice of former coal Secretary P C Parakh and report of C&AG ? Was Manmohan Singh chosen to double as Coal minister for his docility and compliant attitude to the Congress supremo? Let us be upfront.
(d) Refer to Sanjay Baru’s “The Accidental Prime Minister” and P C Parakh’s “Crusader or Conspirator” for ringside views. Parakh went to the extent of embarrassing Manmohan Singh by calling him a ‘PM with little political authority’.
(e) It was common knowledge during UPA’s decade long misrule that all ministers bypassed the de jure PM and considered themselves lucky to implement oral orders of the de facto PM. The gutless, pliant and powerless Manmohan Singh enjoyed formalizing the oral orders of the de facto CEO, that is, the Congress supremo. Where was the bureaucracy? Vinaash Kaaley, Vipreet Budhi
