It is ridiculous

Why should people get extension when there is so much joblessness in our country. Our Prime Minister should look into this and don’t allow such favours to be given. With favours their is underhand dealings so these should be avoided at all cost.

Search for a CMP
They have no mission, vision or idea of what they want to do. The Neo Princes Chamber had confabulated in Kolkata and Delhi. They plan another assembly. They are in search of a Common Minimum Programme (CMP). Many of them have no love for the CMP called the Constitution of India. They don’t really know what they want to do except that each one of them wants to become the next Prime Minister of India. They have so far refused to propose or second one of them as their nominee for the highest job. They only want the crown. The earlier CMP inspired by the Left landed every party/leader in the doldrums. Clearly it has to be better. But to do better, both the goals and the means need to be better. The word minimum smacks of fooling the country and loot it. No minimum. This time it has to be maximum. Spell out in clear terms.

NAMO - only choice
Action should be done anyhow but BJP will gain in the coming elections. Today voter is very well connected digitally & NAMO is the only choice.

Modi’s popularity is at peak
How can anybody say that there can be an anti-Modi wave in India. His popularity is at the peak at the moment. India is watching him taking strong measures against Pakistan and knows that Modi only can deliver. It will be our bad luck if Modi does not come again. Jai Hind

Time to strike hard against the terrorists
After the aftermath of Pulwama terror attack our PM has warned the terrorists by saying "बहुत बड़ी कीमत चुकानी पड़ेगी", all the citizens of India are waiting to see the words fulfilled without any inordinate delay. Because we the Indians have bore extreme pain by losing many of our brethren, now enough has been borne by India and it is time to strike hard against the terrorists and the supporting country by hitting the final nail in the coffin.

Disclosure of ACR/APAR of a Civilian Defence employee

The PIO submitted that the copy of ACR/APAR of the Appellant and DPC note sheet was denied because he is a Defence Civilian employee. The Central Information Commission observed that the PIO has grossly erred in denying Appellant’s own ACR/APAR to him and the reasoning provided for the denial lacks rationality. The PIO was directed to provide copy of ACR/APAR of the Appellant, the copy of the relevant DPC note sheet and promotion order after appropriately blacking out portions pertaining to third party.
Comments
As per the Supreme Court judgment in the matter of Dev Dutt v. Union of India & Ors, the disclosure of ACR remarks of a “public servant, whether in civil, judicial, police or any other State service (except the military)” is the rule.

Woman power

Here the quote underestimates the woman power. We can say that black and white beards too cannot bring a revolution
Paarth
Bahadurs of blind faith!
My colleague rang me to convey that he would join that very forenoon.I had not been given any posting in posting and transfer orders .I told him that since i had not been given any posting ,he should join only after 2/3 days.I thought he would agree,but he said,''Bhai sahib, my astrologer has said that i should join at 11.30.AM sharp,i have to follow him,please don't mind''.My no argument worked and he relieved me at the exact time.It is a different story that he was suspended within 6 months of his posting, despite the astrologer's advice of joining at auspicious time.My friend ,who was highly qualified and still more highly placed in life, would often tell me that his grand- father was a great doctor and also provided medicine for sure birth of a male child.We did not meet for more than 8 years and when we suddenly met in a training programme at Hyderabad,he told me that he was father of two girls.I looked at him in amazement and said,'' But your grand- father used to give medicine for sure male child.' He just laughed at it.One more instance of becoming fool of blind faith;
The match- making process is considered complete only when pandit ji says that the tewa of prospective bride and groom also matches, in both hindu and many sikh families. The boy and the girl had met for a few minutes with the permission of the parents and had keenly expressed their willingness to be life partners. It appeared that the marriage then was a foregone conclusion .However ,one fine morning the bride's father rang up the boy's father in the morning. After usual pleasantries he asked , ''Bhaji , i just wanted to know the place and time of birth of kaka ji, and if possible please give me his horoscope. ''The groom's father replied, ''Bhaji, he was born at Amritsar on 18 Jan,1978 at 8 o'clock. We do not have his tewa. ''There was a pause for a few seconds and then there was one more question from bride's side.'' Is it 8 AM or PM?'' ''8AM'', the boy's father replied and then added, ''Bhaji , when should we fix the ring ceremony.'' ''Bhaji, i will inform you tomorrow after consulting my wife.'' said the girl's father. It came to boy's father's mind that his prospective relatives believed in Jyotish and they will proceed further only with their astrologer's advice.
The next day the girl's father rang up boy's father and in ecstatic tone and said, ''Bhaji, i had gone to our astrologer yesterday and after preparing the horoscope of kaka ji ,he has told me that in his life time he had not seen any horoscopes of the prospective partners to marriage, which matched so perfectly. All the 35 stars of the kaka ji perfectly match with the stars of Biba Ji. Now , please fix the date of ring ceremony. Any date after this week will suit us.''
The marriage was celebrated with great fervour. Just a few days after the marriage, the boy's father asked his wife as to at what time Mehar, their son was born. The lady promptly replied that he was born at 8 PM and asked her husband as to why he had asked this question. However, he replied that he had just asked it. Since he himself had no interest and faith in astrology he forgot about it. The life of the new couple proved to be even much better than the prediction of the astrologer and the girl's family's faith in the astrologer grew further. About three years since the marriage, when the girl was expecting, she asked her doting husband for his horoscope, which he did not have. However ,the boy instantly told that he was born at 8 PM. The girl was taken aback. She asked in utter surprise, ''What, 8 AM?''. She had exactly remembered what her father had told her and the time he had told the astrologer .Since she was living in heaven with the most loving person on the earth, she forgot about it. When she went to her parents' home after a few days, she just mentioned it to her mother, who, in turn informed her husband. The girl's parents were extremely happy with the boy and the new relatives and tried to forget the faux pass, but could not. They went to the astrologer and asked about the destiny of their loving daughter with the new time of their son-in-law's birth, without revealing that she had already been married with him for three years. The astrologer after consulting his many jantris and drawing the different datas on paper said, ''O, ho, ho, the boy is very unlucky, no star of the girl matched with the boy's. They will quarrel every day. The boy will also suffer great financial loss within a year of the marriage.''10 years have passed since the marriage. The most loving and understanding couple with two lovely kids, is envied by one and all.

" Show leadership , Prime Minister, Sir "

Pak PM Imran Khan offers peace talks to India. He is in total denial mode. Wants actionable, credible evidence of Pak hands in Pulwama attack.
Please recall Madam Indira Gandhi's leadership during 1971 war. While giving free hand to Indian army, she led the country throughout, instead of indulging in domestic politicking. She was one of the best war-time Prime Minister India had. This is not the time to run away from responsibilities. India reposed confidence in you. Act fast. Do not allow the momentum to die down. Every passing day is important. Making political jumlas and trumpeting self-achievements at public rallies, is not considered appropriate during these hard times.

Raising retirement age would antagonize youth
The present BJP Government should not make the biggest blunder by raising the retirement age and antagonize the present force of youth which consists of 65% of the population. The government should not bowed down the force which is in searching an opportunity for achieving the self goal only.

True ordeal of useless criminal justice system
Chain Snatching story is a true ordeal of useless criminal justice system, helpless woman victim and her family members. If our British era police cannot retrieve gold of our women from the criminals well known to them, then ket us have private police system with arrest powers as in Singapore police system. Shame on local police who are well acquainted with the criminal of each field. Even IPS officers are least bothered how the thana runs. IPS only want promotions. SOLUTION: All IPS and PPS officers should be given 4 years initial posting in Thana only as its head SHO/SO.

Time to raise Retirement age
Government of India needs to raise the retirement age of its employees to 62 years before code of conduct to save huge expenditure on retirement benefits in 2019. Many State Governments have already done so. This will be also a good gesture for the employees before the 2019 poll.

After tiring of empty promises of Narendra Modi, now the name of Rahul Gandhi is being widely touted as the next Prime Minister of India. Rahul Gandhi can show his mettle if he is installed as Prime Minister of India.

IRS officers having more than enough taking Voluntary Retirement ?
Your surfer has pointed to a valid question. We are hearing of many IRS officers taking VRS. Is it because they now want to enjoy life and have more than enough to spend from what they already made while in service ? May sound blunt, but possibility cannot be ignored.

In camera proceedings before the CIC

The Appellant sought to inspect claim applications for 13th Press council made by certain Journalists Union and copies thereof. The CIC directed the PIO to appear in person before the bench alongwith relevant files for the ‘in-camera’ hearing to explain the denial of information under Section 8(1)(d), (j) and (e) of RTI Act. The CIC perused the records in detail and observed that apart from general information regarding the constitution, registration of the unions there are innumerable personal details of their members as well as financial details of the respective unions therein which cannot be even severed for provision. Observing that the no larger public interest has been claimed by the applicant, the CIC upheld the denial of information.
Comments
Just like any other Court, the CIC too holds ‘in camera’ proceedings. In case the information cannot be severed, the information can be denied to the RTI Applicant.

DEBATE (1)
Whatever some people may say, there is at present no alternative to our PM Narendra Modi. It is not understood what some people mean by achche din, or lack of employment. From brittle 5 nations, India is now the sixth largest economy in the world. Our ranking in social sectors have improved substantially , perhaps these achievements have happened without employment, and these are not achche din! Perhaps for some, chara ghotala, cuts in every deal, and mega corruption are measures of achche din. Well may their tribe decrease!

I agree the suggestions made to nominate a model ministry i. e. DoPT. However, it is better to make fresh recruitments against each vacant post not only CSS/CSSS but for all category of posts.

Snatchers in paradise ,while the hapless victims in hell
For the last more than fifteen years ,i have been regularly reading reporting in the newspapers, of snatching purses, gold chains, bangles, ear-rings, rings and mobile phones, with utter dismay, and seriously condemning the lax governance. Allied with these snatching incidents, are the reports of breaking of the glasses of the windows of the cars, to take away laptops and other valuables by brandishing daggers or even pistols by the criminals creating fear and sense of insecurity amongst the general public. Predominantly, members of the fair-sex are targeted as victims-be they are Indians or foreigners. The reports of catching and busting the snatching gangs appear in almost equal numbers, but never making any change in the ground reality of consistent escalation of this most feared crime like that of 'kaale kachheyan wale' .There has never been any vociferous outcry against this crime, whereas many other not so significant issues, ignite public ire in form of processions, dharnas and road blockades. This evil has almost become part of the social existence
About 9 years back, one of my close relatives, became victim of the such dreadful and horrifying event. She was on her evening walk, around the park, just behind the residence of then SSP Amritsar. Two motorcycle borne young boys slowed it near her and protruded one arm in a jerk and pounced at her neck. She thought that some vagabonds had snatched her shawl, which was lying just a few yards ahead after they sped past. She picked up the shawl and was happy that the vagabonds could not take it away. So swift was the action and so shocking its impact on her that she was unable to raise any alarm. A lady came near her and my relative smilingly told her, ''They could not take away the shawl. ''She realized that her gold chain had been snatched, only when the lady asked her as to if she was wearing any gold chain. In utter panic she said,'' Oh ! They have taken away my gold chain''. Her son ,who was an executive engineer in govt immediately took her to the police post ,after speaking to his intimately known SP. It took two hours and some very embarrassing moments, to lodge first information report. In spite of the fact that the Police head was personally approached along with some other influential people, nothing happened for a year to trace the gold chain.
Suddenly, one day, a policeman from the police post came, at about 8 PM and told that some snatchers have been caught. He wanted that those have to be identified. When he was told that they would come to the police post the next day, he insisted that they should come just then. His way of talking and general behaviour was atrocious. Executive Engineer sahib had to speak to SP to ward off that night evil. Next day accompanied by her two gazetted officers sons and some other influential persons, the lady went to the police post. The in-charge gave them six thousand rupees and told them in confidence that they should get a gold chain prepared and hand it over to the police as case property. After a few days the lady gave her old chain to her son to be handed over to the police to be kept as case property. The snatched chain was worth rupees fifty thousands. The identification muddle was sorted out, by finally saying, on the recommendation of some big sifarish that she had not seen the snatchers clearly.
Thereafter started the process of hearing in the court. On each date of hearing ,one son will take leave from the office to accompany his mother, spend entire day in the overcrowded court complex, and come back, without any positive result. This happened on more than twenty occasions. Court summons would take away the peace and happiness from the house, till the date of hearing. This unbearable ordeal continued for almost three years. In the nightmares, the accused would often appear to grievously hurt our relative. She ,as well as the family, could not find way to get rid of hellish environment. Six years had passed, when one senior officer in the prosecuting agency, got us freed from this evil .He got the statement of the lady and other witnesses recorded in record time and told the lady that they would not be summoned again. However ,the sons of the lady continued to surreptitiously, have tab on the proceedings in the court. The family actually celebrated ,when it was known that the accused snatchers have been acquitted and the case had been closed.

DEBATE (2)
Modi has the knack of identifying which issues will catch the attention of voters. His 2014 hype succeeded because of this. But now with abysmal performance on jobs and economy as a whole, only a Modi or BJP bhakt will vote for BJP. Floating voters will go away from him. With alliances all over, BJP could fall to double digits. Historically Indira, Rajiv were shown the door after their massive wins. Modi will be no different as he has himself has not lived upto the hype he created in 2014.

Gruesome killing of innocent Jawans
In recent history of J&K, yesterday's attack on CRPF convoy is the gruesome killing of innocent force personnel. Yes some imminent questions being asked how this information was leaked as it could not have been an instant decision to arrange a large firepower in hours, how they got access and despite movement of a large convoy was there any laxity in road opening party or control of domain area. All such questions will be asked and might be answered as usual. Apart from this there are other superficial questions which are relevant but are being kept under the carpet. The Home Ministry has a post which used to be headed by the serniormost IPS officer and were categorised as Special Secretary(Internal Security & Police). This institution has been degenerated and has been secluded to look after sundry work in the Ministry instead of the domain work of force, IPS cadre management, J&K, Internal security etc. Though in the reorganisation of MHA in 2001 and as well as in the report of the Madhukar Gupta Committee Report, former Home Secretary and a legend on J&K gave a report which has not been implemented and brushed under the carpet by successive officers at the helm of affairs in the Home Ministry. Internal security and management of forces and IPS officers is a specialised job which has been relegated to dustbin. Retired CSS officers are holding the fort of important divisions as if there are no serving competent officers available, IAS officers are looking the Police and other divisions where there is a specialised job. I hope some corrective assessment is made and recommendations of the Madhukar Gupta Committee is looked into and implemented and the mentality of appointing/continuing with retired officials casts aspersions on the working of the leadership in the Home Ministry.

Suggestion for WIC
Wish to point out something that you may like to look into. It’s about a rather recently introduced feature of a pop up on different themes (the current one being related to "Who would be the next Cabinet Secretary") coming up every 30 seconds or so. Hope you would appreciate that its highly irritating as it interrupts the flow of reading the normal content of the website. It has interrupted even my typing out these comments thrice by now. You may like to consider inserting the subject matter of such pop ups in a box in the margin of the main text of the website please. This is not exactly a complaint but please take it as a suggestion.
