Not good for Congress

Congress’s fate for 2024 is sealed by reappointment of Venugopal. Congress needs a Hindi belt in an around Delhi man available to party cadre 24 ×7 to galvanise the grand old party not a Kerala based party man with no great credentials a state where only 20 Lok Sabha seat is at stake .

Most of youths want to work in air-conditioned BPO

I do not agree that our education system lacks vision. While there are many vocational courses available, today's youth do not want to pursue courses which require manual/outdoor work. Most of them want to work in air-conditioned BPO! There is an acute shortage of nurses, OT assistants, geriatric care attendants etc. which require skill and dedication. Unfortunately there are no takers for these jobs.

Human rights violation in service matters

The records pertaining to appointment of persons on compassionate grounds and related information was denied by CISF u/s 24 read with second schedule of the RTI Act. The CIC held that the queries raised by the Appellant constitute personal information related to officials who are third parties. Hence, disclosure of information with respect to such queries would be barred even under Section 8(1)(e) and (j) of the RTI Act. Referring to the High Court decision in Director General and Anr. v. Harender, the CIC held that the expression “Human Rights Violation” as used in proviso to Section 24(1) of the Act cannot be read to extend to all matters where a person alleges violation of fundamental rights. Plainly, the said expression cannot be extended to include controversies relating to service matters.
Comments
In most cases, the judicial pronouncements have been in favour of denying information relating to service matters in case of organisations beyond the purview of the RTI Act taking a strict interpretation of what constitutes human rights. It has been argued that if employees of an establishment cannot agitate their grievances before judicial forums, these organizations/establishments may become autocratic. In a judgment dated 22.03.2022, a division bench of Delhi High Court in UoI v. CIC, [LPA 734/2018] observed that the RTI Act is a tool which facilitates the employees and officers in airing their grievances systematically. Holding that non-supply of the information/documents is a human rights violation as in the absence of the same, the RTI applicant would not be able to agitate her right to promotion, the Court directed to provide copies of the seniority list as well the minutes of DPC.

Country needs a political will

I can't add more to what Adarsh Malviya ji has said about job cuts and unemployment. The fact is India doesn't have a vision document on education, any curriculum of education must be so designed that after you finish your education you should be employable, in other words India must have employable education. For that country needs a political will. Voters have been left to fend for themselves for education, India has been destroyed through education, education sector needs a revolutionary reforms. The other sector which needs looked into is agriculture, which should use latest technology & grow multi crops. If we grow multi crops through year, India can feed the world through exports.

AAP to contest in MP, Karnataka

AAP has announced that it will contest on all seats in MP and Karnataka. AAP did not win too many seats in Gujarat. The party, however, made strong inroads into the voter-base with a sizable vote share of 13 percent. Thus while it won only 5 seats in Gujarat, it helped BJP to win many times more seats by eating into the vote share of Congress. It is likely that the AAP will hurt the prospects of Congress in MP and Karnataka also in the role of a votekatwa.

Job cuts and joblessness

Large-scale job cuts particularly in the IT sector has forced us to ponder where this will end and what is the future of the young generation. The youngsters are already quite frustrated and thousands of them can be seen vying for a single government job. In the present scenario one is forced to think what have we ultimately achieved even after so much so-called progress in all fields when we cannot provide a secure future to our young generation.

All communities safe because of secular Constitution

Today, we are celebrating Republic Day. The Day is celebrated after the Constitution came into effect ensuring equal rights to all citizens irrespective of any caste and religion. All the citizens are safe because of the secular Constitution. The Constitution is progressive and committed to install an egalitarian society. Some anti-social and anti-nation forces are making all efforts to dismantle but they can’t succeed in their malice aforethought.

Citizens of Karnataka are wise

The citizens of Karnataka are very wise and they know whom to elect. So the views of political observers means nothing and is just a sheer speculation to cater to the satisfaction of some sections of the polity.

RTI information must be shared

I agree with Sudhanshu Trivedi ji RTI information must be shared fully. Not sharing information means defeat of the purpose of RTI Act. As of date it seems RTI is dead now as information is never shared with the excuse of National interest or security of nation or State as the case may be. Government must find a solution to this issue

Proper application fee

The Respondent submitted that the instant RTI Application seeking information about the EPF has not been registered for want of appropriate Indian Postal Order (IPO). As the postal order was not drawn on the local postal office, it could not be encashed and hence, the PIO returned the application for the want of requisite fee. The initial IPO was returned and the Appellant was informed regarding the correct mode of payment but the Appellant did not adhere to the same. The CIC observed that the instant RTI Application has not been registered till date for want of mandatory fee through the appropriate mode of payment. Hence, the CIC considered the Second Appeal as ‘infructuous’.
Comments
The IPO should be drawn in the favour of the Accounts Officer of the public authority. If the name of the Office is not known, the name of the city may be mentioned on the IPO while stating the number of the IPO on the RTI application.
