On the issue of appointment of Lokpal both BJP & Congress are one. None wants appointment. They will never make any appointment.

The lateral entry of professionals at senior levels of the government ensures the civil servants are not complacent. GoI please keep up the good work, and consider bringing experts in the social sectors ( health, education , environment, rural development ) not just at JS level , but also at AS / Secy level.-
