Why top level changes in CBSE is not the solution ?
The CBSE paper leak has shaken the government and therefore there is a demand to make changes at the top level. Unfortunately, this is not going to improve the situation because the basic problem in the system is to presume that the head controls the entire system. In fact, he just officially represents the system. There are numerous examples, where a junior officer is found to be more effective than his senior in getting a work done. In order to really bring the system under the control of the top management, we need strong and effective monitoring system with proper checks and balances. Unless there is regular objective monitoring at all levels with consequential follow-up actions, nothing is going to improve. I am yet to see an officer devoting his time for any monitoring. He has to earn this time by proper delegation and devote it for the meaningful evaluation of the system on a regular basis. Moreover, internal as well as external checks and balances need to be developed. As far as people’s perception is concerned, for the time being making top level changes suffices, but a paper leak next year will bring the Government down. I hope, the government is listening.
