DEBATE(1)
I reckon that merger of all central para-military forces will kill specializations in their respective sectors.

What is the problem/mindset of Finance Ministry ?
It is learnt that service providers like manpower suppliers, vehicle providers, material suppliers to the central government are not paid for more than five months and nobody bothers. How thousands of such small earning persons can live ?

No harm in merger of para military forces.

Who Incites, Who Provokes, asks Supreme Court
The Supreme Court has remarked that “The way the events happen and unfold, who incites, who provokes, the courts are not equipped to handle such situations”. The courts need to allow the police and the government to do its duty to watch the agents provocateurs, as it’s their primary duty. The government is aided and advised by an elaborate infrastructure of institutions assigned specific roles. For executing their duty properly, these institutions employ professionals. Law & order situations develop when either the professionals abdicate their duties or fail to advise the government properly in real time or hide sensitive information from the government. Such situations also arise when government ignores such advice or refuses to grant permission to the institution or the professional on duty to take appropriate action. The reality is that every public service has been rendered ineffective in the last 50 years. The way police is subjected to whipping and tongue lashing by the politician, press, parliament and the judiciary does not inspire the force to be honest, lawful, sincere, dutiful and unalarmed. Every public servant doing honest duty needs their support and protection to perform faithfully. If the political parties organise, finance and lead assault on democracy or democratic institutions and promote violence inciting people to make qurbani, it becomes impossible to handle such situations peacefully. Peace is established only when masses are prepared to be reasonable and amenable to co-operate to establish peace. When they are paid to commit large scale violence, policing becomes impossible. Democracy in India is fragile. These agents provocateurs threaten even the very survival of India. The Indian youth indulging in violence suffers deficit of world history to understand the complex nature of threats. Knowledge of one or more world languages e.g. English, Latin, Greek, Arabic, Russian, Mandarin and Japanese is useful. STEM is necessary, but so is geography. It surprises me least “who incites, who provokes” because Indian education has ignored these subjects at school and graduation level. The result is even the Ld. Judges of the higher/highest judiciary express opinions on sensitive issues injudiciously, raising the doctrine of independence of the judiciary to a level of a super-legislature or super-executive (as Sir Alladi Krishnaswami Iyer cautioned long ago). Such opinions put the seal of approval on activities of those who incite, who provoke and who implement. It shows all the three organs of the state as a massive failure. The only remedy lies in respecting the boundaries laid down by the constitution of India and ensuring that it works honestly. The Election Commission of India must be given the power and duty to disenfranchise any politician making unlawful and provocative speech to incite violence and to de-recognised/de-registered instantly the political party doing so. The mission of such organised violence is to destabilise a lawfully elected government. The real target of such missions is not the ruling party or the opposition but all of them severally (not jointly). There was no Pakistan or Bangladesh in 1942. The poor, backward, hungry Indians then had issued the writ to the empire to “QUIT INDIA”. The mission to reclaim the “colonies” with the help of technology is the real agenda of the invisible “who”, superior skills are required to meet the challenge thrown by them. Only the government can do so. Hence the government should be allowed to work assiduously to build the nation. The makers of the Indian constitution knew it well. It was for this reason that the Indian Constitution was unitary in nature. The SR Bommai case fiddled with it and the events and situations after it have promoted adversarial centre-state relations. Technological colonization will be different from the physical colonization of the past, without any free infrastructure development like rail, road, ports, schools, colleges, universities, hospitals, police, civil administration, military, specialized institutions like the ASI etc. All these will be commercial activities which will create millions of locals as agents who will control all levers of power for their masters. Isn’t India a digital colony already? The sagacious Indians are already giving up their YouTube, FB, Google, Twitter account because citizens can’t access public service sites like the Lok Sabha & Rajya Sabha TV to watch the budget debate live without accessing them through one of these platforms. Online editions of newspapers or Live TV can be accessed only through them. They control, influence and mould public opinion on important issues. These invisible giants know precisely who, what, where about their users and can watch them from space wherever they go or do anything.

Good initiative
Very good initiative from your part for our youth and society. Because I am a recovery addict so that I feel all the pain if addiction is very close. But now I am working with a NGO drug d addiction and rehabilitation center for drug and alcohol abuse. If I can help someone in this noble cause, I will consider it my pleasure.

Unified CPOs will be a bad idea

DEBATE(1)
Unified CPOs may not be a good idea as every force has its task well defined and a unique history. I don’t think this will be good for the officers as well.

Irony of RTI Act
It is the irony of the RTI Act that there is no mechanism to ensure the implementation of the Act. In case of section 4 of the RTI Act, there is no formal mechnaism or penalty for proactive disclosure. The CPIO, SPIO and the FAA are poorly trained and biased. The appeals take too much time and on the top of it, the Information commissioners are retired bureaucrats with no incentive for disclosure. Such lop sided implementation of the RTI act would kill it

Modi's attention required
Modi's attention also needs to be drawn towards rampant misuse of office perks & facilities by the Ministers and Bureaucrats for bringing an end to the practice. This will go a long way in boosting his image. Ministers/Bureaucrats are using vehicle facilities at the cost of the exchequer much more than their entitlements. Some of the officials including those posted in the Minister’s cell are exploiting the Government from two side on one hand they are taking Transport Allowance and on the other hand they are using the vehicle facility on daily basis at the cost of exchequer or PSUs, Attached/Subordinate Offices etc. Modi's repeated plea to his Ministers/Officials for staying in Government Guest Houses is receiving deaf ears. For a foundation stone laying ceremony of Indian Institute of Skills in Mumbai the Union Minister along with his troupe stayed in suite accommodation of five star Trident Hotel. One of the Union Minister got the Invitation Card of his daughter's marriage printed through National Institute of Smart Government (NISG) at the latter’s cost. Subsequently the cards were also distributed at the cost of the NISG. R.K. Singh has been given the charge of three Ministries. Three chambers have been occupied along with a battalion of private staff and scores of vehicles. The current MoS PMO has got installed 10 televisions at the cost of exchequer at his residence. Ministry of North Eastern Region Development has hired 4 cars for use of his personal office. Plan funds worth Rs.1.00 crore meant for the development of North Eastern Council, Shillong has been spent for renovation of his residence in Kushak Road, New Delhi. A number of Senior Bureaucrats are using more than one vehicle for their personal purpose either at the cost of exchequer or at the cost of PSUs, Attached/Subordinate Offices.

National security in South Asia
The recent agreement between USA and the Taliban, to end endless war in Afghanistan has changed the dynamics of National Security for India. Strength respects Strength in the 21st century amongst comity of nations especially Asia. The Economic shift in the Centre of Gravity to Asia has resulted in three countries , Japan, China and India , to become nodal multipoles of Military Regional Powers. USA and Russia are two other prominent actors in the continent of Asia. Jousting for prepositioning of military forces in Asia , has commenced between the aforementioned powers. The Americans are wedded to Mahan's Strategic thinking in the 21st century. India's Arthashatra and Nitishastra as written by Chanakya are guiding principles for us today. China foreswears by The Art of War written by Sun Tzu to guide it in the 21st century. Russia is focussed on Gorshkov Strategy as written in Sea Power and the State. Japan is recovering its Strategic mojo in the 21st century and has Clauswetzian thinking. The ultimate prize is the Asian Continent and the Indian Ocean's riches. The time to bring in deep thinking Strategic specialists into our Ministry of Defence has arrived. A new organisation is now required to be quickly formed. A good example is the Pentagon of the US. The NDA Alliance led by the BJP has taken the first step in bringing in the DMA as led by the CDS. The next step should be political revamp of the MoD under the current Raksha Mantri. He deserves Ministers of State with Military experience and Strategic thinking abilities . Why ? The changing dynamics of military force structures has commenced with USA leaving Asia and a likely vacuum in power leaving the field open to radical forces awaiting this opportunity. The Bells are Tolling for Asia.

“Time for Chintan ,Manthan by PM Modi ”
PM, at long last, has decided to quit Social Media accounts from the Youtube, Instagram, Facebook and Twitter.
A Non-news unduly hyped by the Media.
But, the initiative was long overdue in national interest.
Enough time was wasted with no concrete benefits to the country.
Sagging popularity rating of PM Modi was proved in the recent Assembly polls.
Let the matter not rest here.
Much more than this ,is expected from PM Modi.
People wish, he stops visiting temples and inaugural ceremonies wasting crores of rupees out of tax-payers money.
The practice of laying Foundation stones ceremonies must be scrapped. Sheer waste of time, scarce resources and manpower.
PM Modi has achieved great heights. He does not require more publicity. No TV crews .
People are getting bored. Excessive visibility and familiarity breeds contempt. And, this has started happening.
Let him lead the country by examples, not rhetorics.
He must keep his chatukaars at an arm's length.
The Congress must also learn to keep shut up and put up.
We do not pay taxes for providing security covers and unwarranted privileges to the dynastic dumbwits .
PM Modi must spend more time in the national capital and focus on providing Good governance and ensure effective service delivery mechanism.
Total implementation paralysis. Total lack of supervision.
Enough is enough. Public is getting restless, alienated and disillusioned. They have grown wiser with experience.
Time for political rhetorics is over.
Country wants PM Modi to take steps for countering joint threats from China-Pakistan. He, alone has the grit and risk-taking capacity to take over POK. No one else.
It will be foolhardy to expect Pakistan to return POK to India on a platter. Nothing short of War can solve the seemingly intractable issue.
India's army chief in a public statement while assuring his battle- readiness for war, is awaiting green signals from political masters.
Confusion abounds in the armed forces and among the civilians.
An Appeal to PM Modi.
I would like to be upfront. PM Modi's sagging image has started taking a sharp down-turn. He must immediately shun the company of his favourites and chaatukaars.
Instead, he must follow the advice of honest people ( Non- sychophants ) who have always stood against his detractors in times of crises and who have no axe to grind.

“Delhi’s nightmare was like reliving horrors of 1984 riots”
Shaheen Bagh is not leaderless. It is not a movement, but a conspiracy. The old grannies did not receive an "ilhaam" to squat and block public space 24x7.
Riots in N-E Delhi did not happen suddenly on the spur of the moment and under an impulse. Instead, these were part of a grand strategy jointly crafted by the congis, the commies, the aaptards and others. All played into the hands of anti-nationals.
Now, the Congress supremo is preaching ‘Raj Dharma’ from the high pedestal. Shameful.
Conspiracy was hatched in advance with Pakistan's complicity. Massive preparations must have gone into the making of acid bombs, petrol bombs, mobilising stones on terraces. It must have taken weeks, even months
Was there intelligence failure, one wonders?
Delhi Police was ordered to behave like clueless nincompoops. Inert, inactive and speechless.
BJP goons went berserk. FIRs were not registered against the loose cannons. Their jingoistic utterances added fuel to fire. Headless chickens. Top leaders were busy with Donald Trump.
“Kaum ke ranj mein , dinner khaatey hain hukkaam ke saath, Ranj leader koh bahut hai magar aaraam ke saath” (Akbar Allahabadi)
A Delhi HC judge who " dared " to question Delhi police for failing to file FIRs, was transferred at late hours. Ill-advised, motivated.
Orders, as per media reports , were issued by Deptt of Justice (MHA) on Feb 12, 2020 after the approval of Supreme court collegium. If implementation of order could be delayed by over one week, it could as well be delayed by few hours till completion of hearing, the next day. This raises suspicion in public mind.
All things considered, the nightmare was a joint venture of all political parties. How brazen ?

Indian Armed Police Service a Non-Starter

DEBATE(1)
The concept of an Indian Armed Police Service is a non-starter. Each one of the erstwhile paramilitary forces have a role that is specialised and specific. The CRPF AC is trained in maintenance of public order. The BSF AC is trained in border management, the ITBP AC undergoes specialised mountaineering training, SSB was raised as a local intelligence organisation, and CISF is specifically designed for facilities safety. To unify these highly specialised tasks will risk undoing the high degree of proficiency these men and women have obtained in their assigned jobs, and replace it with a broad brush type service, which is Jack of all trades, and master of none. Reliance for specialisation will fall to Sub-Inspector level staff, and the professionalism of all these organisations will nose dive.

Jai Hanuman or Jai Shri Ram ?

What kind of secular politicians India has ? They say Jai Hanuman but are afraid to say Jai Shri Ram? Hanuman is the sevak of Shri Ram and is nothing without Shri Ram- at least the Tulsi Ramcharitmanas says so. Hanuman is worshipped for only one thing: Kumati Nibar, Sumati Ke Sangi (treats evil minds and bestows good sense!). Seculars in India want to draw power from whatever source that gets them richest dividends e.g. secularism, liberalism, communalism, religion, nationalism, patriotism, localism, feminism, poverty and happiness etc. Jai Hanuman. See you at the next Sundarkand Paath somewhere Lord Hanuman !

ONE NATION ONE CIVIL SERVICE

DEBATE (1)
This is an entirely feasible idea . It was implemented in the Indian Armed Forces in 1947 by setting up the National Defence Academy . This was first called JSW, in Dehradun before shifting it to Pune . The enrollment of officers starts with a UPSC examination after High School qualification by candidates . After Services Selection Board , interviews and Medical examination for fitness , a merit list is drawn up . The first 300 plus candidates are selected for joining NDA Kharavasla . This is done twice a year . The future officers of the Army , Navy , Air force are trained academically and in service subjects there which includes rigorous physical training from 6am to 10 pm every day for three years. The final Academic Exams are conducted by JNU , New Delhi . All officers must qualify this exam to get a Bachelors Degree. All officers then go to IMA / Naval Academy / Air force Academy for individual service training . On successful completion , the officers opt to become Engineers , Pilots , Armoured Corps , Infantry , Naval Surface Warfare Officers , Logistics Officers , JAG , Submariners , Air Navigation Specialists , and many such deep sub - specialisations for their future growth in the Army , Navy , Airforce. The officers remain in their respective sub specialties for about 20-25 years . As they reach the higher echelons of their service they once again mingle at National Defence College level . The officers are now being groomed for Higher Command in inter Service appointments say Flag Officer Commanding in A&N Islands / COMMANDANT NDA / COMMANDANT NDC / Flag Officer Commanding Strategic Forces and so on . Can this model which has successfully protected and guided India since 1947 be emulated in Civil Services? Of course it can for in the past when major strikes take place in the country , who runs the administration under ESMA ? The officers and men of the Army / Navy and Air force. They have run ports , factories , cities, maintained law and order in Bombay for example, and many more areas . The Indian Armed Forces Model is worth emulating by the Civil Services too . It must start at the very beginning when candidates are selected for LBS Mussorie.

Handling of riots
While the entire world was looking towards India, its soft power and the great friendship between two great leaders Donald trump and Narendra Modi, the Home Minister Amit Shah was busy with the top security arrangements for the high profile visit. Most in the capital believe that the riot is a conspiracy to defame the country, its leaders and rob the country of its economic progress and investment climate. The country still has some brave and farsighted IPS officers who go beyond the line of duty like NSA Ajit Doval who had the courage to walk through the most affected areas and control the situation bringing great relief and assurance to Delhi citizens. This type of proactive leadership was missing in 1984 and thousands of Sikh brothers and sisters lost life.

Withdraw Transport Allowance
When the Delhi Chief Minister has announced free DTC bus ride for women folk, then a strong case arises for taking away of 'Transport Allowance' from all women folk of the city who get it along with their monthly salary. You cannot reap two benefits from the exchequer for one purpose.

Debate: One Nation One Civil Service — 27 Feb 2020

DEBATE (1) One Nation One Civil Service
This idea is neither practical nor desirable. Every service has a role to play in their own distinct field. There are certain checks and balances which some services like Indian Audit &Accounts service or other Accounts services like Indian Defence Accounts Service, Indian Civil Accounts service keep on spending departments. Once becoming part of one service everyone loses its identity. Do we merge Indian Revenue Service both Income tax and Customs and GST with all the services. How can it work. Instead of having specialists for the field one is recruited they all become jack of all trades master of none. This is a weird idea which if pursued will mean end of a well set ,well established and well defined system of administration. Already immense damage has been done to the Railway Administration by announcing off the cuff merger of all Group A services which include five Engineering services and three Group A services which are part of Civil Services Examination. For creation of any service first the Recruitment Rules are framed. Here we create a service without application of mind to what contours the service will have. The decision on the Railways has played havoc with the careers of civil servants. In the long run it is bound to create mess and confusion not conducive to the smooth run of the organisation. To replicate it on the entire bureaucracy is ill-advised and not workable at all.

Respect dignity of the individual
It is past 70 years since the Constitution of India came in to force. People, who had suffered long slavery, humiliation of the individual, poverty, surviving malignant and hugely corrupt regimes and unable to pursue livelihood or business of choice felt elated when it assured dignity of the individual among other hopes raised by the opening words of the preamble. It is disheartening to note that individual dignity has suffered most in the journey of democracy in India in these seven decades. It is not only the political corpus which hurts dignity of the individual, instances of bureaucratic attempts at misconstruing the words & expressions of the law are aplenty which make living of the individual miserable and doing business almost impossible. It falls on the shoulders of the judiciary to deliver justice to the individual from small things like cleaning sewers, streets and public toilets to actual heinous crimes against the dignity of the person. It only adds insult to the injury if the Nirbhaya case is taken as a test case. Can there be any worse attack on the dignity of a person than rape? Even after the sentence is pronounced, it remains un-implemented under the guise of rights of the guilty and only delays justice to the victim and restore her dignity even when the public opinion strongly seeks swift punishment. Delay of the kind in rape cases is nothing more than repeated assault on the dignity of the individual. Individual dignity is torn to pieces in courts/quasi-judicial fora by lying litigants or their advocates. Surely, the Anglo-saxon jurisprudence has completely failed India, which had practiced stouter justice administration practices like the Panchayat/ refined as Nyaya Panchayat. It can be formalised to hear cases on day-to-day basis and can be presided by a qualified judge eligible to adorn the High Court/Supreme Court Bench. We have fire/medical emergency functioning 24x7 and ICU/ICCU. Similar facility can be created for crimes like rape and gang rape to protect the dignity of the individual guaranteed by the constitution without curtailing the rights of the criminals, which will deter such heinous violations of individual dignity by the swift remedy provided by the law and justice in India. Everyone entering a public office, elected or appointed is bound to adhere to, state, tell or uphold the truth to do justice to all as enshrined in the preamble, but tend to forget it in actual practice. In the process, dignity is the first casualty. Such a situation breeds inefficiency, delay, loss of productivity, corruption etc. paralysing governance ultimately. The country has experienced in these seven decades growth of corruption and decline of ease of doing business and unhappiness for the people facing difficulty in day-to-day living. Is it too much to ask the parliament and state assemblies, governments of the union and states, judiciary from the Supreme Court down to magistracy and public servants to respect the dignity of the individual and create an environment of ease of doing business and ease of living in India?

Agony of officers
Thank you for publishing the agony of officers deferred for promotion despite nothing pending against them. Has the DoPT amended rules only for IRS ? Persons with CBI charge sheet are getting promoted in IPS whereas IRS officers are being humiliated by deferring promotions. Does deferring has legal sanction as per DoPT rules ? Rule of law has no place in this administration.

All India Judicial Service

It won't happen. Govt has not been able to push All India Judicial Service since 1961, inspite of Emergency and Rajiv Gandhi coming in with crushing majority.
States will never agree.
Also Central Government has not been able to make one service for gr B and below.
There is no difficulty in doing it.
Appraisers, Inspector/Supdt in Customs & GST are enjoying seniority per Commissionerate and not on all India basis.

Reservation Policy should have been discontinued
The Reservation Policy should have been discontinued long ago with a legal condition that the wards of these SC/ST/OBC would be accepted in matrimonials by the upper castes. This is one of the surest weapons to mitigate the caste system and the reservation. The caste system is eating the roots of a Sovereign, Secular, Socialist and Democratic India. The sooner it is abolished, the better with the above-mentioned legal provision. It will be the real Equality of the Equals.
