DEBATE(1)
Complete mismanagement and ordeal.
Harpal Singh
DEBATE (2)
This is like saying one nation one ministry
However merger of services with similar functions is the need of the hour. All India services should be merged. There is no ground for one particular service hogging all the limelight and promotions. Merger of 8 railway services is a laudable step. Similarly all accounts based services should be merged-defence, civil, audit and accounts, cost accounts service etc. Customs and income tax services should be merged. Indian Economic and Statistical services, postal and telecom services be merged etc. There is an urgent need for overhaul of recruitment process which is long, laborious and encourages rattu totas with average intelligence. A lot of the current lot of officers are under utilised, doing repetitive work, almost redundant and deadwood by the time they spend 10 years in service. A bunch of officers are kept engaged for a work item which can easily be delivered by one officer. The evaluation system of annual confidential reports does not give a correct evaluation of the officer. It is just a reflection of the buttering, back biting and scratch my back and I scratch yours. Officers have retired at very senior posts including FA in key infrastructure ministries with disastrous results in performance and revenue downslide in the ministry witnessed during their tenure, with no questions asked. In this kind of a comfortable scenario , lining your own pockets especially before retirement is a prime mover. Urgent overhaul of recruitment, training, merger and streamlining of services is the need of the hour without further delay.

Merge MoD with DMA
The MoD should be merged with the DMA and handed over to the men in uniform.

DEBATE(1)
My compliments for a Trust worthy ,very accurate and informative web site. I want to go a step ahead by suggesting to do away with present day egoistic and negative mindset babugiri. They are ruining the country and creating a very negative atmosphere in the country. You can bring in people specialised in the field of administration. You can have Indian Administrative Medical Service, Indian Administrative Defense services, Indian Administrative economic / Financial services. But you can’t have a defense or Health Secretary coming in from Fisheries or Agriculture ministry, .Such people should have served in Defense forces or Medical professional..

Maj Gen & above rank officers in MoD as Joint Secretaries ?
It is good. Professionalism must be encouraged.

“Bajrangi Bhaijaan”
CM Kejriwal orders "Sundarkand path” to be organised by Delhi’s law makers every Tuesday, ostensibly to please Bajrangbali. But, secret motive is just the opposite: Capture hindu votes. The neo-Bhakti movement is to be funded out of public exchequer of NCT Delhi.
Not to lag behind, CM UP earmarks Rs 200 crores in UP's next year's budget for building Ram temple in Ayodhya.
With the Forty-second Amendment of the Constitution of India enacted in 1976, the Preamble to the Constitution makes India a secular Republic.
Against this background, what happens to secular credentials of both the ruling dispensations ?
Monumental electoral frauds. Hypocrisy galore.
The C&AG, as custodian of public expenditure , remains the mute witness, as always, forgetting its Constitutional obligations.

DEBATE (1)
Though nothing wrong with it but not possible in this vast country. Every service needs specialisation.
N K Singh IPS (RETD)
Raaj-hath, the Royal Obstinacy
Redevelopment of Central Secretariat complex and Central Vista would mean demolition of Parliament House and other prestigious office buildings including Udyog, Krishi, Nirman, Shastri Bhawans and various ancillary structures Lutyens Zone — an integral part of the history of New Delhi.
In October 2019, CPWD awarded the project to a Gujarat-based company HCP Designs.
The same company had revamped Kashi Vishwanath corridor in Varanasi and the new BJP headquarters in Rouse Avenue Delhi.
All of us have grown watching these elegant buildings
Now, there will be a single triangular composite building to accommodate all ministries.
Security will be compromised by locating all ministries in a single building. A separate Parliament house will be constructed. Work will start in May 2020 and completed in 2024.
The new structures will rob the area of much of its heritage importance. Public was not consulted despite being the largest stake-holders. Sheer waste of public resources that could be diverted to strengthen existing infrastructures.
There will be utter chaos ,dislocation during the period of construction roads, clogging with traffic congestions during the three years period of construction.
PM Modi is hell-bent on undertaking the project, come what may.
An instance of Raajhath, the Royal Obstinacy. A One-man show.

DEBATE(1)
Debate – ‘One Civil Service , One Nation’ appears to be very good but not in line with ground realities. Needless to mention here that People of India wish and would love to welcome Citizen Centric Expert Civil Services ( sector wise ) with high degree of moral values.
Further , in my opinion , it would be more ideal if present day Ministries structure need to be reworked urgently according to present and future requirement of Infrastructure , Law & Order , Agriculture , Education , Health , Defence , Security , Revenue , Citizens etc in the light of changed scenerio and present day circumstances which is not possible without high degree moral values.

"Don’t allow merit to become casualty”
Supreme court's in its Feb 7 Landmark judgement slammed the State government against misuse of Reservation policy. Its operative portion is re-produced below :
" The State government ( Uttarakhand) is not bound to provide reservation for appointments and promotions to public posts and that an individual does not have a fundamental right to claim such quotas "
In the light of the above SC 's verdict , the Centre must scrap Reservation policy in its present form across the board. This is an politico-electoral fraud to promote vote bank politics. Indian citizens dream for a casteless, classless society. The existing discriminatory policy violates Right to Equality, enshrined in the Constitution of India.
Reservation policy is not provided by the Constitution. Its duration is being continued after every ten years. Successive political Executives ,for fear of losing Vote banks, have been extending the tenure of such despicable practice decennially. Obnoxious practice that promotes mediocrity. Merit becomes the casualty.
Following course is suggested :-
( a) Restrict benefits to only one generation of all communities ;
(b) Let us extend the benefits to one generation alone of all communities ie SC,ST ,OBC, and those with bench-marked Disability;
( c) Failing (a) and (b) , orders must be taken to disenfranchise all those who continue to receive reservation benefits in violation of above rules and by suppressing the facts;
If India wants to become a superpower, annihilate castes distinctions and stopping doles of reservation benefits.
PM Modi must support meritorious bureaucracy or meritocracy in the national interests.
Let us recall Singapore's late founder Lee Kuan Yew ( 1923 – 2015) sharp tirade against India's Reservation policy responsible for slowing down its economy. He advised against the regular misuse of the policy by India. He was the first Prime Minister who transformed Singapore from a small port city into a wealthy global hub.
The Law makers and the ruling political Executive are urged to be circumspect before embarking upon filing an SLP in the Apex court or even taking recourse to Legislative route to supersede SC’s verdict.
Enough is enough. The on-going protestations may snowball into a revolution to teach the politicians a lesson. This is the ground reality.

I fully agree with the concept following will be advantages

DEBATE(1)
1. Saving of money and efforts of government
2. Saving on part of candidates also
3. Synchronization between different services as foundation course will be one
4. No issue of same date different exam
5. All civil services will start at same time so no issue of delay in some civil service
Thank you

Revenue dept in pathetic state
In so far as D/o Revenue is concerned the management of this Department has been very pathetic for decades. This is the department which generates the revenue and your handling of it has been worst than a municipal corporation. The appointments are done on whims and fancies. The rules are often changed according to circumstances. The posts of most of the Members are always vacant by design. Why can’t these be filled in advance, why Chairman posts in both CBEC and CBDT has been made a tool, why can’t regular officers who have put in more than 30 years of service could not find favour with the system and the retired are preferred over the serving. Members are taking voluntary retirement due to supersession, why don’t you remove them if they are incompetent, there is rot in the system and reality is not being projected to the higher ups. Recently in CBEC Adhoc arrangement was made to appoint Chairman and when he was considered one of the best man suited to the job overnight he was removed just 12 hrs before the budget by substituting the junior most as Chairman and all his seniors working under him. If all the seniors were incompetent, corrupt you could have removed them. Do you realise in this situation the system will work and generate revenue or there will be lag pulling only. This is how you deal with an organisation who is the revenue generator for GOI. Can you do all these things to an AIS officer, even junior in inter se seniority you cant put him incharge what to talk of many batched junior. Why this malice in Revenue and Revenue officers only. This system needs immediate intervention and things needs to be straitened. Incidentally this is all happening in an organisation which is closest situated to PMO.

AICC celebrates IAC
AICC Celebrates IAC? What an emotion: Congress leaders on bail are celebrating the victory of the party born of India Against Corruption? Have the AICC members developed love and respect for clean public life or anti-corruption or remain under the illusion of using anti-corruption as a mere slogan to carry on CWG, 2G, Coal Mines Licensing etc with/without the aid/support of the AAP? May be they take the AAP to be like them only!

DEBATE(1)
Merging all services into one is not feasible for all services. For example, it may not be possible to merge the IAS with the IPS? It may be difficult to merge the IFS (Foreign Service) with the Indian Economic Service. Maybe groups of similar services can be merged. So, many services can be merged and fewer services created, for example, the accounts services can perhaps be merged into one service. In addition, appointment to higher posts under Central Staffing Scheme can be made drawing officers from all services, which is already being done under the current government.

Over-optimistic PM is losing mass touch
Rallies after rallies by the ruling dispensation in quick succession. Purpose? Trumpeting achievements to seek voters’ support for impending assemblies’ elections.
On Dec 22,2019, Delhi organised mega rally at Ramlila ground at 1.30 PM.
Dance shows organized to entertain the audience till PM's address. Absolutely, moronic, in the midst of NRC- CAA related violence in the country. With roads closed, the national capital was under siege, once again.
The news-report about looming security threat to PM, though disturbing, seems fabricated news. Public is not impressed. Instead, shocked.
Massive security and logistic arrangement by deploying govt machinaries. All at taxpayers' cost ; not party's funds. No cost-benefit analysis ever carried out by any independent agency? Is the Election Commission neutral?
Office of C&AG seems clueless about misusing public funds for earning political brownie points .Its lips are sealed.
Information gag. Political parties are outside the purview of RTI Act.
Central ministers are marginilised. All are kept happy through hefty remunerations plus undeserved privileges . Motive? To ensure they sign on dotted lines and keep their mouths shut.
Bureaucracy is becoming increasingly pliant, malleable, compliant for keeping their mouths sealed. It is more interested in getting prized postings rather than having concern for public service.
India specialises in cult worship; reminiscent of continuing Nehru-Gandhi dynasty .
Crisis of credibility afflicts the captive news media
The public had expected PM Modi to take back POK. On the contrary, the ruling coalition is busy organising political rallies for garnering peoples' support by carrying out " phoney " referendum on CAA and NRC. "Missed calls" on Mobile No: 7836800500.
Strangely, Mamata Banerjee demanding UN- monitored referendum. Brainless suggestion. The frivolous goings-on are akin to TV Reality shows.
Poll counting for Jharkhand poll is underway. Initial trends are disturbing for BJP.
This is the wake-up call for the ruling coalition at the centre. Arrogance and over-confidence are anathema to nasty politicians.
Excessive visibility of PM Modi on TV , his insane Man ki baat, ( a monologue ) constantly badgering the voters and rendering the NDA out-of-touch with them .
Time for ‘ Chintan and Manthan ‘ in BJP.
Ethics demand ,someone must own the moral responsibility for the ignominious defeat. The moot point is whether this can be taken as a verdict on NRC and the Citizens Amendment Act (CAA)? How have the voters suddenly grown so antagonistic ?

NHAI is in bad shape
Seems true! NHAI is in a very bad shape w.r.t to its HR & own Cadre specially in non technical discipline due to over dependence on deputation officials in policy making and regular officials at CGM level who formulate policy in such a manner that its own cadre never ever be able to see the light of the day. Ministry should take special note of such official's if ever want to make NHAI effectively functional.

DEBATE (1)
If this happens, it will be an end of hegemony of the generalist IAS.
Regards,
Paarth
To Munishy Moudgil Commissioner, Survey, Settlement in Karnataka
Dear Sir, Please read it completely this is an humble request from my side being a mother. Family is more important than any other commitments, which I think and most people think. But you might think in your mind that “job comes first then rest’….Ok …. I also agree because that is left to the individuals. Let me directly come to the point, Sir please for God sake reduce the number of fields for each surveyor. Present number is 30 which is very difficult for them to do. They are not only surveying the field but also they are sketching the record, both these work they have to complete in a month. Just find out the number of working days in a month, which is less than the number of fields ,Which you might be knowing. So what they have to do ,,finally they have to carry the burden to a home. If they are carrying the office work to home ,then where is the time for them to give for a family. “At home small child is waiting for the father to come home and to play with him. But father is very busy. Not only a son, everybody are waiting….. it may be a wife or a mother or a father …..everybody…….”. You may find this as a funny letter. But just think as a father or as a son or as a husband. But please don’t go to find out who has drafted this letter. And please don’t go to find out who that surveyor is, because my husband didn’t tell me to write a letter. But of course he had mentioned your name once when I had asked him that who can reduce the number of fields, that time he had told me that commissioner can do .So being a small child’s mother ,I only took the initiative to write the letter to you. Hoping that being an educated , you can understand the problems and you will do the needful. And if you think that, this is just a rubbish. I am sorry to say this, that you are not respecting your own mother, then how I could even think of that you will respect others.

DEBATE (1)
ONE NATION, ONE CIVIL SERVICE- Very good revolutionary idea by PM Modi. This will eliminate monopoly and master-slave treatment by British slavery era service IAS on other Class1 central services in higher bureaucracy. If WIC recalls, PM had directed in 2015 to DOPT and all Central Class-1 cadre controlling ministries to ensure that all organised group A services (OGAS) officers of upto 1995 batch should be empanelled as Joint Secretary by 31.12.2015. But the generalist IAS lobby, no longer service/sewa, posted in DOPT and Ministries dared to ensure that PMs directives were not implement for the benefit of OGAS officers comprising of SPECIALISTS Doctors, Engineers, Law etc. Even after 5 years PMs orders have not been implemented. While IAS of 2002 batch has become JS, OGAS officers of 1990 batch have to report to 12 years junior IAS. British slavery is continuing even now. Hence, IAS and all OGAS services should be merged in ONE NATION, ONE CIVIL SERVICE, maintaining batch parity, WITHOUT giving 2 years edge/benefit to IAS. 2. There should not be a permanent civil service for Group A level ( GP. Rs.5400 and above). Instead, it should be CONTRACTUAL service of SPECIALISTS for a period of 3 years intitially. Hire and fire system will ensure higher efficiency and performance, unlike the present system where IAS officers after enjoying British like royalty in states come with the same mindset in Govt of India. As a result, centra govt has not progressed much in past 70 years.3. Although British introduced ICS for India, but there is no counterpart of ICS turned IAS, such as British Civil Service in Britsin now. Why are we carrying with legacy of British slavery now. Rajamannar Commission proposed ABOLITION of IAS in 1971. Please bring above to the notice of our pro-active and innovative Honble PM.

You don’t take up real issues of bureaucrats
You don’t seem to be inclined to take up real issues of bureaucrats and I don't know the reasons. In CBDT and CBIC the promotions for officers are being deferred by ACC indefinitely though no charge sheet is spending, nor the officers is under suspension, nor any criminal case pending, in blatant violation of rules framed by DoPT for promotion of officers and also Supreme Court's decisions on this matter. Please take up this matter on your website because individual officers are scared of repercussions to take up this issue, which is blatantly illegal.

Corrupt officers deputed to NHAI must face legal action instead of repatriation
If any deputed employee does corruption. He can be repatriated rather thank taking strict against them or dismiss from service as they are not permanent employee of NHAI so chance of their corruption is highest. Secondly, it involves huge amount transaction so dependence on deputation employee should be avoided as they would work in nexus with state department in which they belong. Thirdly, there is no such finance cadre in any Government organization. So their service need totally in situ. They don't find any interest in working for organization, upliftment as their services are attached with parent organization. Lastly, if deputation is the best mode then why this official working on deputation and cry for absorption in regular service of NHAI, its hypocrisy on their part.
