Specialists as Secretaries

We should agree with suggestions of Col VK Gupta that professional ministries like Health, MOHUA, MEITY, DOT etc. should be headed by a SPECIALIST Secretary who is a Doctor, Civil Engineer, Electronics Engineer, Telecom Engineer from Indian Medical Service, Indian Engineering Service or from corporate sector etc instead of simple graduates from Arts, Science, Commerce, etc.
