Why Railway officers lose interest in being GMs & DRMs ?

To become a General Manager (GM) and Divisional Railway Manager (DRM) during the service is an avid interest and a dream of any Railway Officer. Now it sounds strange when officers start declining these offers. Recently, two officers refused to join as DRM. Similarly, some officers have shown disinterest in GM posts.
