The Centre has formed the RoSCTL Committee, appointing former Union Home Secretary Gopal Krishna Pillai (Former IAS: 1972: Kerala) as Chairman, with former DIPAM Secretary Neeraj Kumar Gupta (Former IAS: 1982: UP) serving as one of the members. The committee also includes Y G Parande, Ex-Member, CBEC, Gautam Ray, Ex-Chief Commissioner of Customs & Central Excise, and S R Baruah, Ex-Principal CC of Customs & CE. The Joint Secretary from the Drawback Division of CBIC has been designated as Secretary. 

The committee will engage with administrative ministries, export promotion councils, commodity boards, trade bodies, and other stakeholders to gather pertinent data. It will also develop procedures for calculating the duties, taxes, and levies at the central, state, and local levels that apply to exported products covered under the RoSCTL Scheme.
