This remains the most discussed recent reform. Judges recommended as future CJs are now transferred ~2 months early to familiarise themselves with the new High Court’s administration. First application: Justice Lisa Gill (Punjab & Haryana HC) transferred to Andhra Pradesh HC to assume CJ charge upon vacancy (late April 2026); Justice S.A. Dharmadhikari recommended as CJ, Madras HC. Legal observers view this as a positive step toward institutional efficiency and continuity. It continues to generate commentary in April 2026 as a “new normal.”
