2009 batch IAS officer more powerful than PM?
A 2009 batch officer of Indian Administrative Service, S Rajalingam, Returning Officer and DM of Varanasi, appears to be more powerful than the Prime Minister. As per protocol, the powerful Prime Minister, Narendra Modi bowed before the Returning Officer while submitting his nomination papers contesting from Varanasi Parliamentary constituency.
